Research Scientist - Polymer chemistry

We are seeking a scientist with a Ph.D. in Chemistry, Pharmacy or a related field; additional postdoctoral or industry experience would be an asset.  As a member of the Celator team, you will participate in the design, development and physical/chemical evaluation of novel drug delivery systems.  The candidate should have in-depth knowledge of polymer and/or organic synthesis as well as familiarity with colloidal dispersions or drug delivery systems.  Knowledge of materials (polymer/lipid) characterization techniques such as GPC, NMR, DSC, SLS and DLS would helpful.

Reseach Associate - Research & Development

Immediate items on this group's agenda include on-line tools for compensation planning, employee retention, and HR administration.
 
National Industry Intelligence Advisory Group
This group will advise the BHRC on HR-related information and strategic intelligence that needs to be developed and communicated back to the sector. Representing the broad range of stakeholder groups in the biotechnology sector, this Advisory Group will provide strategic recommendations to the BHRC concerning What information is necessary, Why it is important, Who requires it, and How should it be developed and delivered.

Executive Profile:  James G. Heller
Technology Transfer Needs Distinct Skill Set

To gain some insights into human resource issues in the area of technology transfer, the Biotech HR Pulse spoke to Jim Heller, q health economist and strategic policy advisor to a long list of public and private sector clients.  Heller has held academic positions in public health sciences, preventive medicine, industrial engineering, as well as senior government posts.  Author of a 1995 landmark study for the federal government, Background Economic Study of the Canadian Biotechnology Industry, he now provides intellectual asset management services to clients seeking to commercialise health related products.
At a certain level of maturity, a biotech firm will need to develop its technology transfer function in order to establish licensing partnerships, strategic alliances or joint ventures with other companies in order to facilitate its product development.  Government and private research institutes as well as universities have begun to pay more attention to this increasingly important function in recent years, although levels of commitment vary from organisation to organisation.

"The deal-making involved with technology transfer requires three types of expertise," says Heller, "scientific, legal and business/economics."  A scientific background is necessary for an understanding of the underlying science and technology developmental issues.  It also allows for a deeper understanding of other scientists, companies and institutes, as well as their respective contributions in the field of interest.  Scientists that have worked in a number of collaborations and have made significant contributions to the advancement of a scientific discipline tend to possess a network of important contacts and the respect of their peers.  In addition, they benefit from contacts within the academic and research community.  A background in law helps dealmakers understand the legalities of contractual agreements, which can get quite complex in their structure.  It can also help in managing intellectual property issues and patent law.  Someone with experience and training in business and economics is indispensable in valuating technologies, forging business strategies and managing the deal through negotiations and over the deal's lifetime.  "As you can see, a technology transfer officer can come from any one of these backgrounds.  What's important is that he or she be able to juggle the three components of the triangle and act as an interface between the various camps."

Just as important is the ability to manage relationships.  Deals tend to yield greater dividends when they are of the 'win-win' variety, which helps facilitate the ongoing partnership and product development.  A mutually beneficial agreement can also lead to new and broader cooperative ventures with allies, as well as greater flexibility and more patient capital when challenges creep up.  "The creative management of relationships with partners requires careful and constant communication, " notes Heller.  This goes well beyond continual monitoring of an agreement's performance milestones.  It must include a personal rapport among stakeholders in both camps.  When a small biotech firm enters a strategic alliance with a large pharmaceutical company, for example, close attention has to be paid to any possible mismatches between its own entrepreneurial drive and the frustration which can arise from dealing with a large organisation with its geographically dispersed people, daunting hierarchy and competing priorities.  An effective partnership can accelerate the progress of costly and resource-intensive endeavours such as clinical trials, thereby cutting commercialisation lead-times.  Time to market can also be reduced through the leveraging of partner resources such as platform technologies, promising new compounds and product distribution channels.

The technology transfer officer must also engage in risk management strategies involving close monitoring of competitors, new patents, advances in the scientific environment, deals and alliances being struck elsewhere, as well as changes in the target market for potential products.  Having a good understanding of developments in a particular field not only helps ensure that no nasty surprises catch companies unaware, but also helps them identify new talent while opening the door to new partnership and business opportunities.  For example, some firms help maintain long-term development projects by generating mid-term revenue streams through the production of related products, such as assays, diagnostics and compounds that can be used by other companies.  The decision to go this route, however, requires careful consideration of the trade-offs between committing human resource capital to non-core activities vs. making more effective use of downtime and excess capacity.

CEO's understand that there exists little formal training in the ever-changing field of technology transfer, where most are obliged to cut their teeth with hands-on experience.  Companies therefore tend to lean more heavily on the efforts of their tech transfer people as they gain new skill sets, competencies and contacts with time. Unfortunately, university tech transfer offices often suffer from a lack of human and financial resources as well as business imperatives which hinders their efforts to commercialise the more promising discoveries arising from academic research.  Although this is changing, there seems to be a consensus that Canada needs to catch up with its neighbour south of the border in this respect.  It is clear that more attention must be paid to the technology transfer function at all levels of research - in companies, institutes and universities.  When this function works effectively, it can hasten the development of human resource synergies that are the building blocks of regional biotech clusters.  This translates into higher retention rates for a value-added labour pool of biotech knowledge specialists, and a positive impact on the bottom lines of companies within a given cluster.
